Audit and set RAM/CPU limits on all Railway services

## Scope All Railway projects across workspaces: - **OTF:** otf-listmonk, otf-chatwoot, otf-postiz, otf-mattermost, otf-vaultwarden, otf-twenty-crm, otf-umami, otf-n8n, otf-penpot - **FAD:** railway-fad - **JMN:** any JMN services ## Steps 1. List all projects and services via `railway` CLI 2. Check current resource usage per service (Railway dashboard → Metrics) 3. Set appropriate RAM/CPU limits based on actual usage + headroom 4. Remove or stop unused services (e.g., abandoned otf-mautic) 5. Document limits in each tech asset file
